OVERVIEW

About United Way/Centraide Windsor-Essex County:

United Way of Windsor-Essex (UWWE) is a 3-star charity. It is financially transparent and has a below-average results reporting grade of B-. Its overhead costs are outside of Ci's reasonable range.

Founded in 1962, the United Way of Windsor-Essex (UWWE) is dedicated to eliminating child poverty in Windsor-Essex County. It aims to help kids succeed by supporting families, giving children support in and out of school, and building a skilled local workforce.  

In F2023, UWWE spent 79% of program and grant spending on its Cradle to Career strategies (both in-house and granting). UWWE is transitioning from its traditional grant model to supporting the Cradle to Career (C2C) strategy. C2C is a strategy created by a collective of community partners called ProsperUs. UWWE is the main organizer of ProsperUs. C2C aims to create supports for children from birth until they find a career. It will do this through programs like kindergarten readiness programs, grade three reading and math programs, and high school student supports. These include the On Track to Success (OTTS) program. This program helps high school students graduate high school and supports them as they transition to higher education. There are 173 students enrolled in the program. As part of its C2C strategies, UWWE opened Ignite Academy in F2023. It offers reading and math support to students in grades two to seven. In F2023 153 students were enrolled in Ignite Academy.  

In F2023 UWWE spent 15% of program spending on Other programming. This includes the Up2Youth program as well as programs to boost student, youth, women and retiree engagement. 

The charity also spent 6% of program spending in transition funding. This is funding that was committed to other charities before the transition to C2C strategies. In F2023 UWWE granted $173k to the Unemployed Help Centre of Windsor and $95k to Family Services Windsor-Essex.

Results and Impact

In F2023, United Way Windsor-Essex reports that 90% of its On Track to Success students graduated from high school on time/ in four years. Additionally, 76% of program graduates were in a post-secondary program. The national average for households of similar incomes is 47%.  

The charity also reports that the Ignite Academy had a 74% retention rate, and that 97% of caregivers felt that their child benefited from the program. 

While Ci highlights these results, this may not be a complete representation of United Way Windsor-Essex's results and impact.

Finances

United Way Windsor-Essex received $4.8m in donations in F2023. It also received $315k in government funding, down 87% from $2.5m in F2021. This is due to a decrease in funding related to covid-19 initiatives.  

Fundraising costs are 20% of donations and administrative costs are 19% of revenues (less investment income). Total overhead spending is 39%. For each dollar donated, 61 cents are available for programs. This is outside Ci's reasonable range for overhead spending.  

In F2023, UWWE spent $2.7m on program costs (52% of total revenues excluding donor-designated donations) and $1.4m on grants (29%). The charity had a deficit of $1.1m. 

Reserve funds of $3.1m can cover program and grant costs at the F2023 level for one year and three months. 

As part of UWWE’s shift to focus on the Cradle to Career strategy, it is committed to spending $6.5m over five years for Ignite Academy, starting March 2022. 

UWWE granted $367k in transition funding to different charities as it shifts to fully supporting C2C. United Way will extend transition funding for certain organizations for various periods through to March 2024 for a maximum of $172k.
