OVERVIEW
About Hospitals of Regina Foundation:
Hospitals of Regina Foundation is a 2-star charity. It is financially transparent and has a C+ Results Reporting grade, which is below average. Its overhead spending is 29%, which is within Ci’s reasonable range. Its reserve funds can cover program costs for nearly 17 years, which is not within Ci’s reasonable range.
Founded in 1987, Hospitals of Regina Foundation (HRF) raises money to improve healthcare for the residents of southern Saskatchewan. HRF funds activities for three hospitals: Regina General Hospital, Pasqua Hospital, and Wascana Rehabilitation Centre. All three hospitals are managed by the Saskatchewan Health Authority, which HRF grants funds to.
The charity granted $4.4m to the Saskatchewan Health Authority in 2024. HRF funds three main areas: Patient care and equipment, capital expenditures, and research and fellowships. The charity did not provide a spending breakdown for its grants.
Patient care and equipment bought new hospital technology to improve patient treatment. In 2024, HRF funded specialized equipment for the Neonatal Intensive Care Unit (NICU) at Regina General Hospital, such as a video laryngoscope, a laser ophthalmoscope, and an eye gaze system. All three technologies help doctors perform surgeries on babies and treat premature medical conditions. HRF served 473 babies at Regina General Hospital’s NICU. HRF also helped fund 26,857 surgeries and 96,096 emergency rooms visits across all three hospitals in 2024.
Capital expenditures fund the development and renovation of new buildings for the Foundation’s hospitals. In 2024, HRF helped fund the opening of the Urgent Care Centre for Saskatchewan’s Health Authority. The centre aims to increase healthcare capacity and reduce emergency room pressures in Regina’s existing hospitals. The centre served over 18,300 patients in its first six months of operations.
Research and fellowships provide financial support to physicians to undertake their fellowship training. In 2024, HRF provided fellowship grants to three physicians.

Results and Impact
In 2024, Hospitals of Regina Foundation invested in surgical lights at the Reginal General and Pasqua Hospitals for day-surgery procedure rooms in Ambulatory Care. This investment kept over 4,200 procedures and other surgeries out of operating rooms, reducing wait times.
While Ci highlights this key result, it may not be a complete representation of HRF’s results and impact.
Ci has not calculated HRF’s impact. This shows as n/r and does not affect the star rating.

Finances
Although Hospitals of Regina Foundation's audited financial statements provide some disclosure on how much it spent on grants, and administrative and fundraising costs, it did not break out its staffing, and marketing and communications costs. This means HRF follows line-item costing, which is not a best practice; thus, Ci has used the charity’s T3010 filing with the CRA Charities Directorate for this allocation.
HRF received $8.6m in donations in 2024, which is 51% of total revenue. It earned $4.9m in investment income in 2024, which is 29% of total revenue. In 2024, it granted a total of $4.4m to Saskatchewan Health Authority, which is 26% of revenue. HRF recorded a surplus of $9.6m (57% of revenue) in 2024.
HRF spent $1.9m on fundraising costs, which is 22% of donations. It spent $829k on administrative costs, which is 7% of revenue. HRF has total overhead spending of 29%. For every dollar donated to HRF, 71 cents are available to go to the cause. This is within Ci’s reasonable range.
HRF had net lottery revenue of $3.1m after expenses of $8.2m. This means that for every dollar given towards the lottery, 28 cents went to the charity.
HRF has $75.2m in reserve funds (cash and investments). It has donor endowments of $6.2m. Excluding donor-endowed funds, HRF’s reserve funds can cover 1699% or nearly 17 of its annual grant costs. This is not within Ci’s reasonable range of three years or less.
In 2024, HRF had investment returns of 7%. It is 59% invested in cash and guaranteed investment certificates. Its investment returns have averaged 4% over the last five years.
This report is an update that has been sent to Hospitals of Regina Foundation for review. Changes and edits may be forthcoming.
