OVERVIEW
About Cornwall Alternative School:
Cornwall Alternative School is a 5-star charity. It has an A Results Reporting grade, which is above average. Its reserves can cover program costs for five months. For every dollar donated to the charity, 97 cents are available to go to the cause, which is outside of Ci's reasonable range.
Founded in 1972, Cornwall Alternative School (Cornwall) provides education to at-risk youth in Regina, Saskatchewan. The charity offers a student-centered education program for those at risk in the traditional educational setting. Cornwall runs classes for grades 7/8, 9, 10, and 11. In F2026, Cornwall will expand its program to also educate grade 12 students. The charity’s school program educates youths who were soft-dropped or entirely dropped out of their previous schools, which puts them at risk of not receiving any further credits. The charity accepts referrals from the Regina Public School Board and the Regina Catholic School Board. On top of educating youth, Cornwall also runs a nutrition program, an after-school program, and a behaviour incentive program.
In F2025, Cornwall educated 58 students, of which 41 identified as Indigenous. Of the students in its classes, 13 were in grade 7/8, 19 were in grade 9, 17 were in grade 10, and 9 were in grade 11. Of its 58 students, 100% performed below grade level in their past school, 100% experienced long-term school interruptions, 80% had been suspended or expelled in past schools, 50% have justice histories, and 95% come from low-income families. 18 students returned to Cornwall in F2025.
In F2025, Cornwall Alternative School offered 155 high school credits, of which 144 were completed (at a 93% completion rate). Grade ten students completed 95 of 104 offered credits and grade 11 students completed 49 of 51 offered credits. In the morning, students are offered a healthy breakfast. Cornwall has a full-time cook that prepares nutritious hot lunches for its students. The charity reports 42 students accessed its breakfast and lunch nutrition program. Cornwall Alternative School has two counsellors that provide one-on-one support for students within the school. In F2025, the charity recorded 2,072 counselor visits and interventions. Cornwall notes it had two grade 11 students who were almost non-attenders with significant interventions.
The charity also runs an Outreach Program, which helps transition students back to a regular school after leaving Cornwall's school. The Outreach worker finds an appropriate school for a student to return to and provides support to ensure the student will complete their high school education. Outreach workers also host Family Nights each month to build connections between families and Cornwall programming. In F2025, there were 26 students in the Outreach program.

Finances
Cornwall Alternative School’s audited financial statements use line-item costing, which is not a best practice. As the charity’s T3010 was not yet available at the time of this update, Ci matched expense lines to program, fundraising, and administrative costs as it best fit. As a result, overhead costs are likely understated.
Cornwall received $178k in donations and $1.0m in government funding, which is 84% of revenue. The charity spent $1.0m on its program, which is 84% of revenue, and recorded a surplus of $184k, which is 15% of revenue.
Per Ci’s calculation, Cornwall spent $3k on fundraising, which is 2% of donations, and $12k on administration, which is 1% of revenue (excluding investment income). Total overhead spending is 3%. For every dollar donated, 97 cents are available to go to the cause. This is outside of Ci’s reasonable range as it indicates the charity is not properly reporting its overhead costs.
Cornwall Alternative School has $467k in reserve funds (cash and investment). The charity’s reserves can cover five months of its annual program costs, which is within Ci’s reasonable range.
This charity report is an update that has been sent to Cornwall Alternative School for review.

Excerpt from our 2022-2023 Annual Report -
Well, here we are, another school year is nearly finished. For my little family it has been a successful year.
My oldest grandson; whom I'm guardian of; is soon to walk through these doors for the last time having completed his grade 10 requirements. This was not a foreseeable goal previously for him prior to attending Cornwall. He is still occasionally late; gamers, I tell you; but at least he's attending and completing assignments. He has even been given the opportunity to be involved with the new youth project with the United Way. He can now foresee a future as a leader and program developer.
Now my other grandson has also been given hope and options back for his future. Before Cornwall, his dreams of being in sports were lost along with his education. Now he is back being actively involved with both. He even achieved his grade 9 in one semester and is now challenging his older brother in grade 10. There are still issues, however he can now envision a future for himself.
I thank Cornwall for the teachers and staff's active involvement in encouraging my boys to do their best so they can achieve the best.
